In Florida, we consider the license plate "personal property", and gets "bagged and tagged". The customer gets notification by mail immediately after repossession as to where and when they can redeem their property.
In some states, I understand, the tag stays with the vehicle.

In Utah if It's a retail contract they are personal property, if it's a lease they are the property of the leinholder. |

In Jersey, the plates need to be left with the customer. Some law, huh? I doubt it if any company is going to knock the door at 3:am to give someone the plates off the car they just repo'd. We send out a registered letter regarding plates and personals. If plates are not picked up within 30 days, they are mailed, certified, to NJ DMV. A copy of the plate reciept is kept in the file.
